Universal Energy and Development Bank of Kazakhstan Sign MoU on 1GW Wind Power Project

On July 16, on the eve of the 2026 World Artificial Intelligence Conference, the Kazakhstan-China High-Tech Enterprise Roundtable was held in Shanghai, with the participation of Kazakh President Kassym-Jomart Tokayev. During the event, witnessed by Kazakhstan's Deputy Prime Minister and Minister of Digital Development, Innovations and Aerospace Industry, Zhaslan Madiyev, Universal Energy signed a Memorandum of Understanding (MoU) with the Development Bank of Kazakhstan (DBK) regarding the Turan 1GW wind power project (including the energy storage system), formalizing the project's financing intentions.
Universal Energy successfully won the bid for the wind power project and its supporting energy storage system in the first round of Kazakhstan's renewable energy project tender in April 2025. This marked Kazakhstan's first-ever tender for an integrated "wind + storage" project. Located in Kostanay in northern Kazakhstan, the project is expected to generate approximately 3.9 billion kWh of electricity annually upon completion, reducing carbon emissions by 3.9 million tons per year. The accompanying energy storage system will effectively balance wind power fluctuations and enhance grid stability.
